About IPCEI Figure

IPCEI stands for “Important Project of Common European Interest.” It refers to large-scale European initiatives along key strategic value chains, bringing together multiple projects from companies across different EU Member States. IPCEIs contribute to core European objectives such as growth, employment, and the competitiveness of the EU’s industry and economy, and are supported through state aid.

They enable the pooling of knowledge, expertise, financial resources, and economic actors across the European Union to address significant market failures, systemic challenges, and societal needs that could not be tackled otherwise.

The implementation of an IPCEI requires approval by the European Commission under state aid rules. In a dedicated notification process, companies and Member States must demonstrate that the project serves an overriding European interest and would not be realised under normal market conditions. Through its approval, the European Commission ensures that all Member States can benefit, that competition is not disproportionately distorted, and that participating companies comply with the criteria set out in the 2021 IPCEI communication.

The IPCEIs on hydrogen contribute to building a strong value chain for renewable hydrogen at low cost and support key EU policy objectives such as the European Green Deal, the EU Hydrogen Strategy, and the REPowerEU Plan. A total of 22 EU countries and Norway jointly designed the hydrogen IPCEIs.

There are four hydrogen-focused IPCEIs. Two integrated projects, Hy2Tech and Hy2Use, were approved in 2022 and have since entered the implementation phase. Two additional IPCEIs, Hy2Infra and Hy2Move, were approved in 2024 and have also entered the implementation phase.
